DISCUSSION:

The level of import substitution in the oil and gas industry has reached 70%, and the figure for 2030 is set at 90%. These figures have been announced by the State Duma Committee on Energy. At the same time, when it comes to substituting foreign supplies, the industry is moving from simple to complex. The further it goes the more ambitious technological tasks the industry companies set for themselves. St. Petersburg R&D centres of these companies, universities and research laboratories are among those who are laying the foundation for future breakthroughs in the industry. What exactly has been achieved in recent years and what still needs to be done, how to build relations with amicable countries in order to avoid falling into a new dependence, and how to move from catching up import substitution to technological leadership? We invite industry participants, representatives of relevant departments and experts to discuss this as part of the RBC discussion at SPIGF.

  • What successes in import substitution has the industry achieved by 2025, and what role has St. Petersburg played in these achievements? In what areas have technological breakthroughs been made, and what areas of technology development are the most challenging at the moment, requiring participation of foreign partners?
  • What mechanisms are most effective for promoting development of breakthrough Russian-made technologies? How to avoid simple copying and ensure global competitiveness? Cases from Russian companies.
  • Digitalisation and cyber security: what role do Russian digital platforms (Big Data, AI, IoT, digital twins, etc.) play in improving efficiency and manageability of the gas industry? What are the successful implementation cases? What are the risks of dependence on foreign digital hardware even with Russian software, and how to deal with them?
  • What are the opportunities for technological cooperation with amicable countries under sanctions? How to build partnerships but avoid formation of new critical dependencies?
  • How competitive are Russian technologies on the international market, are there any successful cases of technology export? What is needed to have more such cases?
