Perm Research and Education Centre "Rational Subsoil Use" was founded as a part of the national «Science» initiative in accordance with Presidential Decree № 204 «On national goals and strategic objectives of the development of the Russian Federation for the period up to 2024». The founder is the Ministry of Industry and Trade of the Perm Region. Its strategic goal is to ensure technological advantage, scientific and technical sovereignty in the safe resource-saving development of the mineral resource base of Russia, the development and testing of new models of structural changes in the economy of regions in the context of the formation of a global digital space.
