The Centre was founded by the decree of PJSC Gazprom to carry out scientific, educational, and expert activities in energy, corporate, and competition law.
The ceremony meeting was opened by Sergey Khomyakov, Deputy Chairman of the Management Board, CEO of Corporate Security Service at Gazprom. In his welcome speech, Mr. Khomyakov emphasized the significance of creating the Centre for Energy Law, highlighting the goals and objectives set by Gazprom for the Centre to implement scientific and educational programs. He wished the Centre staff successful work.
Victoria Romanova, Director of the Centre for Energy Law, thanked the management and staff of Gazprom for the decision to establish the Centre, help and support during the establishment of the Centre, for cherishing the memory of Valery Musin. She presented the collective monograph "Legal Support for Energy Security and Protection of Rights of the Players in the Energy Markets", dedicated to the 80th birthday of Corresponding Member of the Russian Academy of Sciences, Doctor of Law, Professor Valery Musin. She also thanked the Ministry of Energy of the Russian Federation for the agreement on cooperation in the field of energy law signed with the Saint Petersburg State University of Economics.

Welcoming talks covering the issues of relevance of foundation of the Centre for Energy Law, challenges facing the Centre and development of a new research area were made by Valery Musin's students: Deputy Director of the Centre for Energy Law S.V. Vasilkova; Deputy Director of the Centre for Energy Law G.V. Sevastyanov.
Summing up the event, the participants stressed the importance of foundation of the Energy Law Centre for the development of legal regulation in the field of energy at the national and international levels, emphasized the need for fundamental and applied legal research in energy law, pointed out the relevance of international cooperation in the field of energy law.
